Elmvale residents understand the housing crisis, and we support sustainable residential development to accommodate current and future population growth. Currently, there are a lot of high-rise residential projects in the works in and around the Elmvale Acres Shopping Centre, and some mid-rise projects along Smyth. Development projects such as these will have potential effects on traffic, parking, local infrastructure, and community aesthetics.

Othello Towers - 2025 Othello Ave
Osgoode Properties has proposed two highrise apartment buildings (18 & 27 storeys) to be built behind the existing 9-storey buildings at 2025 Othello Ave. The new buildings will add 498 units to the property, for a total of 874 units. There will be 786 parking spaces, most of it underground.

These two buildings would be the tallest in Elmvale Acres, with the 27-storey building a full 11 storeys taller than the RioCan builds at the mall site, which is not in keeping with a traditional residential community. And unlike the RioCan builds to the north, these proposed buildings will have direct parking access to Othello and Pleasant Park, bringing hundreds of cars onto neighbourhood streets. With nearly one parking space per unit, this proposal is an affront to the environmental objectives of the city's new Official Plan.

1971/1975 St. Laurent Blvd.
Three high-rise (17-storeys) residential buildings placed in front of the existing two existing 18-storey residential buildings on St. Laurent Blvd, across from the Elmvale Acres Shopping Mall. The new buildings will add 500 new residential units to the property, which currently has 500 in the two, older buildings. There will also be a four-storey parking garage built in the back, increasing the on-site parking to 701 spaces.

Although just outside the EACA boundaries, these new buildings will bring additional traffic and parking challenges, especially around the Elmvale Acres Shopping Centre. The four-storey parking garage does NOTHING to encourage public transit use and is not in line with the spirit of the new Official Plan. [The proposed bike enclosure for 500 bicycles is unlikely to make a difference -- this is one of the most difficult and dangerous areas of the city to navigate with a bicycle.]

Elmvale Acres Mall Redevelopment (RioCan Project)
This project is part of the Elmvale Acres Secondary Plan that negotiated with the EACA in 2017. It is significantly improved from the original proposal.
Phase 1 of the project is mostly done. There are people living in the 168 residential unit "Luma" building at the north end of the mall site, but the street-level commercial properties haven't opened yet. The northern end of Othello has been widened to add a right-turn only lane onto Smyth.

Phase 2 will be a 16-story residential construction (Building B) at the south end of the mall site. Site plan process for this building is slated for 2024, with construction completing sometime in 2026 or 2027.
SPECIFIC DETAILS:
* All four buildings will have a combined 570 units.
* There will be a combined 285 underground parking spaces. There will be another 386 surface parking spots, but a
significant portion of these are for retail shoppers.
* The traffic circle on St. Laurent will be part of Phase 3/4. Tenants living in Buildings B, C & D will have to access their
parking garages from St. Laurent Blvd.

Here is the Elmvale Acres Secondary Plan, as negotiated by the EACA in 2017. This plan describes the developments that are allowed to happen at 1910 St. Laurent Blvd, site of the Elmvale Mall. This is an important document, as the building heights listed within it are LOWER than what's allowed under the new Official Plan.
